Functions of Department
The Labour Department of the Government of Maharashtra is dedicated to ensuring the welfare, safety, and health of workers while promoting industrial peace and harmony. These objectives are achieved through its various field offices, each with distinct functions:
1. Labour Commissioner’s Office
- Plays a central role in managing industrial relations.
- Handles disputes such as strikes and lockouts between employers and workers.
- Ensures compliance with labour laws across industries.
- Collects and analyzes labour statistics, including consumer price indices, to inform policy and planning.
2. Directorate of Industrial Safety and Health
- Responsible for implementing industrial safety and health standards.
- Monitors compliance with the Factories Act and other safety regulations.
- Conducts inspections and audits to ensure safe working conditions.
- Provides guidance and training on occupational health and safety.
3. Directorate of Boilers
- Ensures the safety of industrial boilers.
- Implements the Boilers Act and related technical standards.
- Conducts inspections, certifications, and maintenance checks.
- Prevents accidents and promotes safe engineering practices.
4. Maharashtra Building and Other Construction Workers Welfare Board
- To provide immediate assistance to the beneficiary in case of accident, to grant pension to the beneficiaries who have completed sixty years of age,
- To sanction loans and advances to the beneficiary for construction of house not exceeding the prescribed amount,
- Pays premiums for group insurance schemes beyond the prescribed amount, subject to terms and conditions.\
- Offers financial assistance for the education of beneficiaries’ children.
- To meet the prescribed medical expenses for the treatment of major diseases of the beneficiary or such dependents, to grant maternity benefits to female beneficiaries.
- To provide and improve such other welfare measures and facilities as may be prescribed.
5. Late Narayan Meghaji Lokhande Maharashtra Institute of Labour Science
- An educational and research institution.
- Conducts specialized courses on labour welfare affiliated with the University of Mumbai.
- Undertakes research on labour issues, industrial relations policies, and development.
- Trains professionals for roles in labour administration and human resource management.
6. Workers Welfare Board, Mumbai
- Focuses on the welfare of workers.
- Provides facilities such as education, healthcare, sports, and recreation.
- Supports the holistic development of workers and their families.
7. Unorganized Workers Development Commissioner

- Provides social security to unorganized workers.
- Offers social benefit schemes to domestic workers through the Maharashtra Domestic Workers Board.
